The Diocese of Owensboro has selected American GOAL as its Scholarship Granting Organization (SGO) partner to help implement the new federal scholarship tax credit program beginning January 1, 2027.

Established through recently enacted federal legislation, the scholarship tax credit program will allow eligible taxpayers to receive a dollar-for-dollar federal income tax credit of up to $1,700 annually for contributions to approved SGOs. Those contributions will be used to provide scholarships that help families access the educational environment that best meets the needs of their children.

Through this partnership, American GOAL will work with the Diocese of Owensboro and its Catholic schools to administer the program while supporting donor outreach, scholarship administration, regulatory compliance, technology, and stewardship. The partnership is designed to help Catholic schools maximize the opportunities created by the new federal program while allowing schools to remain at the center of their fundraising and financial aid efforts.

“We are grateful for the opportunity to partner with the Diocese of Owensboro as they prepare for this exciting new chapter,” said Ben Saylor, President and CEO of GOAL Scholarship Program, Inc. “The Diocese of Owensboro has a remarkable tradition of academic excellence and faith formation, and we look forward to helping the Diocese expand educational opportunities for more students and families through this historic federal initiative.”

American GOAL was developed by the team behind Georgia GOAL, one of the nation’s longest-standing and most successful scholarship tax credit organizations. For more than eighteen years, GOAL has helped administer scholarship programs with a strong emphasis on integrity, accountability, exceptional service, and school partnership. During that time, the organization has facilitated more than $558 million in tax-credit contributions and awarded more than 94,000 scholarships to students seeking the educational setting that best fits their needs.

“The Diocese of Owensboro is committed to ensuring that Catholic education remains accessible for families throughout western Kentucky,” said David Kessler, Superintendent of Schools for the Diocese of Owensboro. “After evaluating potential partners, we chose American GOAL because of its proven experience, commitment to serving schools, and demonstrated ability to administer scholarship programs with excellence. We believe this partnership will position our schools and families to benefit from this important new opportunity.”

As states begin implementing the federal scholarship tax credit program, American GOAL is building partnerships with Catholic dioceses, independent schools, and educational organizations nationwide to provide a comprehensive solution for administering the program while preserving each school’s relationship with its donors and scholarship recipients.
